Serie A 2024-2025 Transfer Market Rules

1. Transfer Window Dates

  • Summer Transfer Window: Opens on July 1, 2024, and closes on September 2, 2024, at 23:59 CET.
  • Winter Transfer Window: Opens on January 2, 2025, and closes on January 31, 2025, at 23:59 CET.

2. Registration Rules

  • Maximum Squad Size: Clubs must register a first-team squad of no more than 25 players for Serie A competition.
  • Homegrown Player Requirement: Clubs must have at least 4 club-trained players (developed in their own academy) and 4 association-trained players (developed at any Italian club) within their 25-player squad.
  • Non-EU Players: Each club is allowed to sign up to 2 new non-EU players per season. However, additional non-EU players can be registered if an equivalent number of non-EU players have left the club.

3. Financial Fair Play (FFP)

  • Spending Cap: Serie A clubs must comply with UEFA’s Financial Fair Play regulations, which require clubs to balance their spending on transfers, wages, and agent fees with their revenue.
  • Salary Cap Compliance: Clubs are expected to adhere to their budgetary constraints, with the Italian Football Federation (FIGC) monitoring financial statements to ensure compliance. Breaches can lead to sanctions, including fines or points deductions.

4. Loan Rules

  • Domestic Loans: Serie A clubs are allowed to loan players to other clubs within Italy. There is no restriction on the number of players a club can loan out domestically.
  • International Loans: Similar to domestic loans, international loan deals are permitted, but clubs must comply with FIFA regulations regarding loan duration and player development.
  • Loan Fees and Options: Clubs can negotiate loan fees and may include options or obligations to buy at the end of the loan period.

5. Player Contracts and Transfers

  • Contract Registration: All player contracts must be registered with Serie A and comply with the league’s regulations regarding minimum wage, contract length, and other standard clauses.
  • Transfer Agreements: Transfer agreements must detail the full terms, including transfer fees, payment structures, and any add-ons or sell-on clauses. These agreements must be submitted to Serie A for validation.
  • Release Clauses: While not mandatory in Italy as they are in Spain, release clauses can be included in player contracts if agreed upon by both parties.

6. Youth Transfers

  • Protection of Minors: Serie A adheres to FIFA regulations concerning the transfer of minors (players under 18). Transfers are only allowed under specific circumstances, such as family relocation for non-football reasons or within the European Union.
  • Youth Player Development: Serie A clubs are encouraged to develop homegrown talent through their youth academies. Investment in youth development is incentivized, with the aim of reducing reliance on foreign players.

7. Transfer Deadline Day

  • Final Day Operations: On transfer deadline day, all transfer activities must be completed and submitted to Serie A by the 23:59 CET deadline. Clubs often finalize deals in the last hours, but all required documentation must be lodged with the league to ensure the transfer is approved.
